At Suburban Water Systems, we provide our customers with safe, reliable, and affordable water service while fostering strong community partnerships. The Neil Street Pipeline Replacement Project exemplifies our commitment to this mission, showcasing how we proactively address aging infrastructure and minimize disruption of service to customers.

Our network of water distribution pipelines serves as the backbone for supplying potable water for drinking, household use, irrigation, and fire protection. Over time, these pipelines age and deteriorate, increasing the potential for breaks and service interruptions. We utilize GIS software to identify pipelines nearing the end of their useful life and replace them with robust, long-lasting alternatives, ensuring uninterrupted service for decades to come.

Located primarily in the City of West Covina, with a small segment in the City of Covina, the Neil Street pipeline serves a residential neighborhood dating back to the 1950s. The existing 4-inch steel pipeline has a history of multiple breaks. A break is more severe than a leak, damages pavement, and causes water service interruptions to the surrounding area. Suburban has repeatedly repaired the pipeline to continue providing service to its customers. By replacing the 855 LF of 4-inch steel pipe with a 6-inch modern PVC pipe, the customers in the area can experience a more reliable source of water with fewer service interruptions.

Effective communication with the City of Covina was pivotal to the project’s success. We expedited the start date to get ahead of the City of Covina’s road improvement work on Rowland Avenue. Our coordination with the City moved the project forward and allowed our team to install the pipeline before the construction of the road improvements. By working collaboratively with the cities we serve, we helped provide the best outcome for our customers. We avoided the need to delay the pipeline improvements until after a moratorium that the City would have placed on the new paving.

This project is part of Suburban’s ongoing commitment to improve its water system and provide safe and reliable water to the community. Suburban is dedicated to improving the experience of both its customers and its employees. We appreciate our customers’ patience and cooperation during this critical project.
