
Texas Water Utilities (TWU) invested over $81 million in water and wastewater system improvements from January 2024 to August 2025 to support continued safe, clean drinking water and proper treatment and disposal of wastewater.
Upgrades included:
- Installation of generators to support continued service during power outages and severe weather.
- Construction of new and replacement wells to increase access to source water.
- Replacement of aging water lines to decrease breaks and related interruption to service.
- Replacement of aging water storage tanks for adequate water pressure and supply.
- Replacement of treatment plant equipment for operational efficiency.
Interim System Improvement Charges Approved
As a regulated utility, TWU must recover investments and operating costs through approved rates. System Improvement Charges (SIC) allow for the recovery of new capital investment outside of general rate changes.
On October 1, 2025, TWU filed an application (Docket No. 58682) with the Public Utility Commission of Texas (PUCT) for SIC rates. On April 24, 2026, interim SIC rates were approved with an effective date for bills issued on or after May 8, 2026.
The interim SIC rates vary depending on service type and the size of a customer’s meter.
TWU may charge customers only rates that have been approved by the PUCT. The approved interim SIC rates are based on a settlement reached between TWU, PUCT staff, and the Office of Public Utility Counsel, which represents the interests of residential customers in PUCT proceedings.
The interim SIC will remain in place until the PUCT makes a final decision on TWU’s application. If the approved final SIC are less than the interim SIC, TWU will refund the difference to customers.
The presiding officer has established the following interim rates to be in effect until the final decision on the requested rate change or until another interim rate is established.

Water Assist & Elderly Assist Rates, TWU-Funded Programs
Water Assist and Elderly Care Rates are assistance programs designed to help qualifying TWU customers with paying their monthly water utility bill.
Customers who qualify for the program will receive a $20 credit for water and/or a $20 credit for wastewater each month through the duration of their enrollment. To continue receiving their credit(s), customers must continue to pay their bill and remain current while enrolled.
