Low Income Household Water Assistance Program (LIHWAP), a federally-funded program

The Low Income Household Water Assistance Program (LIHWAP) is the first-ever federal water program developed to help low-income households access and maintain water and wastewater services through bill payment assistance. Funds are provided to participating service providers via state, tribal, and territorial programs. To receive assistance, you must contact your local social services agency. Below are the qualifications for the federal LIHWAP program.

  • Must be subject to disconnection for water and/or wastewater
  • Must meet agency eligibility requirements
  • Proof of signed Water Service Agreement in place with Alabama Water Utilities
  • This program is limited to customers within a county covered by a help agency
